Consultant
Rob is a nationally recognised consultant specialising in children’s services and associated issues. Over the last seven years he has worked with the Governments and Local Authorities in the UK, Norway, The Netherlands, Israel and Chile. He was one of the 11 external advisers for Every Child Matters, was an adviser to the LGA for 10 years, was Director of Social Services for Portsmouth for 8½ years and was chair of the Children and Families for the Association of Directors of Social Services for 3 years. He has given evidence to Parliamentary Select Committees, the Nolan Inquiry into Child Abuse in the Roman Catholic Church, the Victoria Climbie Inquiry and has in the last three years advised Age UK and the Samaritans on their safeguarding policies and procedures. He has acted as the Expert Assessor in a Public Inquiry in the IOM. A member of the national Munro Review into safeguarding appointed to the Welsh Government committee, advising on new legislation and has recently finished chairing two Children’s Safeguarding Boards.
In 2005 he was awarded a CBE and in the same year he received an Honorary Doctorate (Doctor of Laws (HC)) from Portsmouth University.
Since 1999, Rob has encouraged the development and spread of OBA throughout England and Wales at Government and Local Authority levels and within other statutory and voluntary organisations. He has provided a wide range of consultancy, including Train the Trainer courses, safeguarding for children and vulnerable adults, the development of outcome focused strategic plans and over the last few years has advised on how to achieve culture change that puts impact on children and families at the heart of organisations.
