Celine McStravick is Director of the National Children’s Bureau (NCB), a leading research and development charity working to improve the experiences and life chances of children and young people across England and Northern Ireland, especially the most vulnerable. NCB work to influence government policy, be a strong voice for young people, families and practitioners, and provide practical solutions on a range of social issues.
Celine led a large and high profile assignment on behalf of the Office of the First and deputy first Minister (OFMDFM) to devise a Child Poverty Outcomes Framework which was delivered as part of the Delivering Social Change initiative. In addition, NCB have been commissioned to provide technical assistance to the Early Intervention Transformation Programme (EITP), a £30m 4-year investment by 6 government departments and Atlantic Philanthropies seeking to transform universal and targeted service delivery across Northern Ireland creating systemic change ensuring all children and young people have the best start in life. Celine is a member of the Public Health Agency’s Child Development Project Board, co-chairing the parenting workshop. Additionally, NCB have supported the development on the NI Infant Mental Health strategy, the co-ordination of Incredible Years and provides ongoing evidence regarding what works for children and families.
Celine has led the campaign to introduce the full implementation of OBA (also known as RBA outside the UK) in Northern Ireland. NCB NI has developed a strong track record in directly supporting organisations to design and embed an outcomes approach to performance management arrangements to inform policy development, commissioning of programmes and services, and project implementation.
